WHAT is NC CANSO?
The North Carolina Consumer Advocacy, Networking and Support Organization (NC CANSO) is dedicated to enriching the lives of persons who have lived with developmental disabilities, psychiatric illness, and/or addiction. It aims to do this through the life-empowering mechanisms of education, advocacy, and support. We appreciate that the North Carolina legislature opened the door for the establishment of this independent consumer organization. See the contents of House Bill 1888 at the end of this article.
Across the country, strong consumer organizations have arisen which have supported progress in the following areas:
• personal leadership development
• improved personal advocacy
• improved system level advocacy
• development of consumer-operated services, including peer support
• networking across the state-wide and national community of persons whose lives have been personally impacted by disorder and by the systems established to serve them
• technical support to local level outreach, peer support and wellness-promoting organizations
• quality improvement functions through use of clarified “customer” input to guide service developments
NC CANSO aims to join with and learn from organizations who have gone before us to promote personal and service system quality.
What makes NC CANSO unique is that its members represent a broader array of experiences which impact health and ability. We work from a framework that is very basic, inclusive, and focused on gaining richer lives among our families, friends, and communities.

A BILL TO BE ENTITLED AN ACT TO APPROPRIATE FUNDS TO THE NORTH CAROLINA COUNCIL OF COMMUNITY PROGRAMS, INC., A NONPROFIT ORGANIZATION, FOR START-UP COSTS RELATED TO THE ESTABLISHMENT OF A CONSUMER SUPPORT AND NETWORKING ORGANIZATION.
The General Assembly of North Carolina enacts:
SECTION 1. There is appropriated from the General Fund to the North Carolina Council of Community Programs, Inc., (NCCCP) the sum of sixty thousand dollars ($60,000) for the 2007-2008 fiscal year. These funds shall be allocated by the NCCCP for start-up costs relating to the establishment of a statewide consumer support and networking organization. The purpose of the organization is to promote the role of consumers of mental health, developmental disabilities, and substance abuse services in contributing to the design, function, and oversight of the Mental Health, Developmental Disabilities, and Substance Abuse Services System. Funds unencumbered and unexpended as of June 30, 2008, shall not revert to the General Fund but may be used in the 2008-2009 fiscal year for the purposes stated in this act.
SECTION 2. This act becomes effective July 1, 2007.
